无法从外部 IP 访问 Nginx

我跟着本教程在 Ubuntu 18.04 无头服务器上部署 rails 应用程序。我使用 Phusion Passenger 和 Nginx 来为它提供服务。它当前在端口 80 上运行，应用程序的源代码位于/home机器上某个用户的目录中。我已将路由器配置为公开端口 80，将所有请求路由到该服务器。我可以使用路由器分配给服务器的 IP 地址在浏览器中查看 rails 应用程序，但无法通过外部 IP 地址访问它。我做错了什么？
