我遇到了同样的问题，但更改 tx 功率对我没有影响。我不得不禁用硬件加密。我做到了

sudo modprobe -r ath9k
sudo modprobe ath9k nohwencrypt=1

重新连接后，效果很好。为了使更改永久生效，我这样做了

sudo -s
echo "options ath9k nohwcrypt=1" > /etc/modprobe.d/ath9k.conf

重启后我确认 wifi 仍然运行良好。
