I am trying to maximize my resolution where I have Resolution: 800x600 (4:3) and Refresh rate: 61Hz
I tried the following, but it did not work:

I would suggest you to do three things:
Be sure to use a recent VGA cable. Some old cables do not have the data wire, so the card can not get the EDID information from the monitor. If there is one pin missing in your VGA connector, go for a newer cable.
What graphics card do you have?
$ lspci | grep VGA
What is the EDID information reported by your monitor?
$ sudo apt-get install read-edid
$ sudo get-edid | parse-edid
