如果安装了 Oracle HTML Server 10.2.0.1.0，则需要禁用服务 OracleOraDb10g_homeASControl 并重新启动

管理工具>服务>OracleOraDb10g_homeASControl0>启动类型：禁用和服务状态：已停止
