我在 W2003 上遇到了同样的问题,并注意到在运行“ssh-host-config”并选择“单独权限”时,它会创建“cyg_server”本地用户,但随后找不到它,因此以“SYSTEM”用户身份安装 sshd 服务!

所以对我有用的是,在运行“ssh-host-config”之后,我没有启动服务(因此如果它为您启动,您必须先“net stop sshd”),然后执行以下操作:
