配置 squid 反向代理

我想通过 Squid 配置反向代理。我编辑了 squid.config，但它不起作用

#  TAG: http_access
http_access allow all
http_access allow localhost

http_access deny all


#  TAG: http_port
http_port 3128 defaultsite=220.69.***.*1 //my proxy server


#  TAG: cache_peer
chache_peer 220.69.***.*9 parent 80 0 no-query originserver

我已经通过 chrome 输入 url 测试过，如下所示

 http://220.69.***.*1:3128

但我只能看到 ERR_CONNECTION_REFUSED。有什么问题？
