这是线路质量问题。除了在内部使用良好的线路并使用电话过滤器以防止使用电话影响您的连接之外，您能做的不多。如果满足这些因素，提供商应该检查您附近的线路。
请注意，IP 地址没有理由改变，因此这与主题完全无关。它会改变，但不会经常改变（我的 ADSL 第一次改变是在 2 年后）。
