由于所有端口均正在使用中，因此从全局 UDP 端口空间分配临时端口号的请求失败。
UPD2 该事件似乎不是原因。今天发生了，我使用以下方法检查了分配的端口
netstat -anob -p UDP
而且数量也不多，大概不到 50 个，而且肯定是开放的。
尝试停止 dnscache 服务（以管理员身份），但
net stop dnscache 请求的暂停、继续或停止对于该服务无效。
在服务列表中，停止和重新启动也被禁用。尝试通过 netstat 中 dnscache 的进程 ID 来终止 -> 它成功了，例如它被终止但随后自动重新启动，但 dns 仍然无法正常工作。
