这里有两个问题：一是你没有指定正确的路径，只指定了 CTAN 镜像。你必须使用http://ctan.uni-altai.ru/systems/texlive/tlnet/其他路径。

第二个问题是你使用的是 2011，所以上面的方法也不起作用了。你应该安装 TeX Live 2012。
