\chapter*{مراجع}%\markboth{مراجع}{مراجع}

请注意，thebibliography环境会自动插入章节标题，因此不需要上面的行。
还要注意，您正在\include执行它，因此\clearpage在此之前会发出一个，\addcontentsline并将引用正确的页面。
