要跟进@UlrikeFischer 的建议：请加载脚杂用软件包perpage替换代码，即用
\usepackage[perpage]{footmisc}
当你这样做时，最好splitrule也采用这个选项：
\usepackage[perpage,splitrule]{footmisc}
只需确保重新编译文档至少两次。
顺便说一句，没有必要或没有理由inputenc使用该utf8x选项加载包。
