嗯，安装后尝试自动删除：

sudo apt-get purge cups && sudo apt-get autoremove
sudo apt-get update && sudo apt-get install cups

如果您的 CUPS 仍处于安装状态，则听起来您的 initscript 已损坏。您是否手动修改了 CUPS 启动脚本或 LSB 标头？

重新安装 Ubuntu 就可以了。有点粗糙。
