你的 nginx 配置有一个错误：

    error_page 403 = 404;

这导致 nginx 尝试重定向到名为“404”的文档，而这正是正在发生的事情。

应该写成：

    error_page 403 =404;

或者更好的是，它根本不应该出现。发送明显错误的错误代码是迷惑他人（比如你自己）的好方法。
