GPUpdate 将不会应用服务更改

找到了这个问题的症结所在。原来，主要策略无法从 services.xml 文件中读取数据。我删除了它，重新进行了服务更改，现在一切都恢复正常了。这可能是某些策略的更改与损坏的 services.xml 之间存在竞争条件
