我建议你更换镜像服务，因为ph.archive.ubuntu.com似乎无法解决，要么是因为子域名已被删除，要么是存在某种奇怪的代理问题。
解决方案：替换所有实例ph.archive.ubuntu.com和archive.ubuntu.com即删除ph.从 URL 中删除，其他内容保持原样。
