我自己解决了这个问题。我只是重新安装了 pip。

首先我卸载了 pip

sudo apt-get remove --purge python-pip
sudo apt-get autoremove && sudo apt-get autoclean && sudo apt-get clean
sudo apt-get update

之后我重新安装了 pip

sudo apt-get install python-pip
sudo pip install requests

并且它有效。

pip install requests -i http://a.b.com/pypi/simple --trusted-host a.b.com

永久修复：

Linux OS：在 ~/.pip/pip.conf 中添加这些（如果不存在则创建）
