Ubuntu 18.04 和 19.10 使用 RTL8723DE 时出现 wifi 和蓝牙问题

我有两台笔记本电脑（华硕和惠普），华硕的所有工具都正常工作，问题出在惠普。

在我的 HP Laptop 14-cm0xxx 笔记本电脑上，我无法启动 Wi-Fi 和蓝牙。

我不认为这是硬件问题，因为在切换到 Ubuntu 18.04 之前，Windows 操作系统上的一切都运行正常。我尝试了网络上的几种解决方案，但没有任何积极的结果，我尝试通过安装 ubuntu 19.10 来解决问题，但同样的问题仍然存在。
