我有一台搭载 Ubuntu 22.10 的 Thinkpad X1 Extreme Gen 3，它有上述所有症状。为了解决我的问题，我尝试了所有不同的答案。
最终原因是灰尘过滤器堵塞了。我清理了它们后，一切就恢复正常了。
令我感到困惑的一件事是，它cat /proc/cpuinfo没有显示节流的 CPU，而且 CPU 温度高达 70 多度，虽然很热，但并不严重。
最终促使我清洁过滤器的原因是整个笔记本电脑非常热（它放在我的桌子上，我通常不会碰它）。因此，如果其他答案都对您没有帮助，请检查您的笔记本电脑温度。
