我遇到了同样的问题，失败了apt-get dist-upgrade。apt-get upgrade只是默默地失败了，但声明许多软件包没有升级。
我gnupg单独进行了升级，之后所有问题都解决了：
sudo apt install --only-upgrade gnupg
