对于不同的 apt 源，`apt update` 会导致一致的“无法获取”错误

在基于仿生的流行操作系统最近更新之后！ 18.04 到基于 Cosmic 的 Pop 操作系统！ 18.10，执行apt update总是会导致无法获取....暂时失败解决少数网站出现错误。有趣的是，

  1. 失败的 apt 源因每次执行而异apt update，
  2. 在执行时或执行后可以通过浏览器成功访问失败的 apt 源的 URL apt update，并且
  3. 所有的失败都与发布中文件。

知道什么可能会搞砸吗？
