端口错误，您有 514，但文档说的是 10514（或 TLS 的 10516）。

你也可能需要StateFile="<UNIQUE_FILE_ID>"输入

input(type="imfile" ruleset="infiles" Tag="mkmd" File="/var/log/apache2/access.log" StateFile="<UNIQUE_FILE_ID>")
