WSL：ssh 到远程主机返回资源暂时不可用

无法通过 WSL 对远程主机执行 ssh 操作：

我正在使用 Windows 10 默认防火墙并为端口 22 添加了出站规则。Telnet 也返回相同的响应：

Trying 155.155.155.155 ...
telnet: Unable to connect to remote host: Resource temporarily unavailable

同时，我能够通过虚拟机连接到同一远程主机。
