如何让apache读取htaccess

我的文档根目录是/data 我添加了

<Directory /data>
Options Indexes FollowSymLinks
AllowOverride All
Require all granted
</Directory>

到 /Virtualhost 下面的我的默认配置，但 apache 仍然不会读取 htaccess

我缺少什么？
