我自己解答了这个问题。

我找到了有问题的python脚本：

/usr/local/lib/python3.6/dist-packages/distro_info.py

然后覆盖它：

https://salsa.debian.org/debian/distro-info/raw/master/python/distro_info.py

然后运行sudo do-release-upgrade，成功。
