如果未提供任何服务，并且 isapi 筛选器显示为已安装并正在运行，那么我认为 ISAPI 和 CGI 限制可能存在问题。确保允许使用连接器。

这可能是一个问题的另一个原因，也是我遇到并导致我写这篇文章的原因，是 IIS 应用程序池和/或网站使用的帐户可能无法访问这些文件夹。切换到具有访问权限的其他帐户为我解决了这个问题。
