状态消息“目标主机不可达。”很可能意味着您的 Windows 机器甚至无法解析要发送的 MAC 地址（即您提到的 ARP 层问题）。
我假设您确定 192.168.0.12 确实是 Linux 机器的 IP。您是否尝试过从另一个方向 ping？
