于是我找到了问题所在。Centos 中的 Fail2ban 默认使用防火墙作为阻止 IP 的工具。但是防火墙已关闭,因此 fail2ban 执行的命令没有任何作用。
为了使其与 iptables 一起工作,需要在 jail.local 中设置必要的命令。

并且它有效。

看来你的 jail.conf 中没有启用 sshd jail。你应该取消注释这两行以启用它
